Film levy

A levy on exhibitors of 2.5% supports Germany's key funding programme, the 'Filmforderungsgetz'. Eligible films must meet the following criteria:

  1. The film must be at least 79 minutes long.
  2. The director or majority of key personnel must be German or EU nationals.
  3. The producer must be a German resident.
  4. Studio-based filming must be 100% in Germany, with at least 70% of location shooting in the country as well.
  5. At least one final version of the film must be in German, whilst this version must premiere in Germany or represent the country at a major international film festival.

Established in 1994, the Filmboard Berlin Brandenburg is one of Germany's most influential funding institutions with an annual budget of DM35 million. International co-productions are eligible for production support through a German producer, who does not have to be the majority partner. 100% of the conditionally repayable loan has to be spent in Berlin or Brandenburg. Recent co-productions include Victory, The Ogre and Snakes and Ladders.

Amongst Germany's largest funds, with an annual budget of DM70 million. Finance is loaned primarily to producers or directors from Nordrhein Westfalia, although the Filmstiftung is keen to attract European and international productions to the region. Production support is available to foreign producers without the attachment of a German partner if 150% of value of the loan is spent in the region. Recent co-productions with the UK include The Croupier, My Name is Joe and Ordinary Decent Criminal.
